Fable developers scrapped randomization tool for 1,000 NPCs to maintain coherence

Playground Games revealed that it considered using a randomization tool to generate Fable's 1,000 NPCs but ultimately rejected the approach.

According to game director Ralph Fulton, randomizing the Living Population "would have saved us so much time," but the team determined it "just didn't make as much sense." In an interview with GamesRadar+ at Gamescom 2026, Fulton explained that developers chose to handcraft every NPC to ensure each one felt coherent and purposeful.

"We individually picked everything about every NPC to make it into an NPC that you could read, that made sense top to bottom," Fulton said. This manual approach enables distinct personalities and behaviors: some characters are attracted to player wealth, while others reject wealthy adventurers and call them snobs.

The decision reflects Playground Games' design philosophy for the reboot, creating a reactive world where interactions with inhabitants carry meaningful depth.
